Palestinian refugees want to settle in their ancestrial home in, say, Haifa – no problem. They live in Israel but vote and pay taxes in Palestine. Israeli settlers want to remain in Hebron – no problem. They live in Palestine but vote and pay taxes in Israel. Can such a scheme, which on paper solves some bedeviling problems, work in practice?
